Project: Gender and Social Inclusion Political Economy Analysis for Sierra Leone

Limestone, in partnership with SDDirect and Causal Design, was commissioned to conduct gender and social inclusion (GSI) focused political economy analysis (G-PEA) for Millennium Challenge Corporation. The purpose of the G-PEA was to inform the root cause analysis that MCC was conducting in preparation for Sierra Leone’s Compact (five-year country program). The G-PEA explored key issues that would affect investments in the power sector and overarching political economy dynamics at a national level relevant to the Compact. 

The G-PEA included a scoping exercise with the MCC team, a desk review, 24 stakeholder consultations, and research specific to the power sector in Sierra Leone. Key informant interviews were designed to capture expertise on Sierra Leonean social and economic development, politics, the power sector, and donor and local consumer perspectives.

The analysis resulted in two technical briefs: 

  • Technical Brief: National Political Economy Analysis of Sierra Leone
  • Technical Brief: Power Sector Political Economy Analysis in Sierra Leone

The technical briefs will help guide further research on the binding constraints in the power sector of Sierra Leone and aid in the development of MCC’s Sierra Leone Compact activities.
