Connecting Togo’s digital future to real economic impact

In today’s economy, digital connectivity isn’t a luxury – it’s a foundation for growth. As the Millennium Challenge Corporation (MCC) prepared its investment strategy in Togo’s digital sector, it needed to know: Which infrastructure, payment systems, and innovation support would deliver the most value for Togolese people?

That’s where Limestone Analytics, working with MCC to ensure its investments in Togo’s digital transformation were backed by solid economic logic. We helped build a cost-benefit model to evaluate potential investments that would expand. In particular, we led the development of economic models to assess how broadband expansion could reduce costs and improve internet access for households, businesses, and government services. By leveraging global data and adapting it to the Togolese context, we also estimated what people were willing to pay for better connectivity, which is critical for understanding the real value of these investments.

This work was delivered in close collaboration with MCC’s Togo country team and other independent consultants focused on the feasibility of the planned investments.

This analysis will help MCC prioritize interventions that can unlock inclusive economic growth, especially for underserved groups, while meeting its rigorous standards for return on investment.

Our work helped bridge the evidence gap in a new sector for MCC, guiding smarter investment design and helping Togo tap into the promise of a more connected future.
