Project: Analytical Support to the MCC Kiribati Threshold Program

Limestone and its subcontractor, Social Development Direct, were awarded a contract to provide analytical and technical support services to MCC’s Social Analysis unit under the Kiribati Threshold Program. Examples of support include:

  • Project-Level Trafficking in Persons Assessment in Kiribati
    The purpose of this technical directive was to review MCC’s initial trafficking in persons (TIP) assessment, assess the I-Kiribati legal, regulatory, and institutional framework for TIP and worker protection (PS2), assess the range and likely risks associated with TIP across MCC’s proposed activity areas, and then considering those risks, develop a preliminary TIP risk mitigation plan.
    MCC has a zero-tolerance policy for TIP in its grants and projects, and so has commissioned this project-level TIP assessment to assess the risk of trafficking on populations engaged in, affected by, or benefitting from the proposed threshold program in Kiribati. The assessment was informed by a desk review, in-country consultations, and follow-up virtual consultations.
  • Situation Analysis and Target-Setting for the Kiribati Threshold Program Scholarship Activity
    The primary objective of this technical directive was to support the Kiribati Threshold team’s staff to understand the risks and opportunities for reaching intended beneficiaries in one of the Threshold Program’s three activities, Activity 3: Youth Skills Camps and Scholarships. Tasks included reviewing MCC and contractor documents, conducting a situation analysis of education in Kiribati, and proposing program targets.
