Project: Investing in Integrated Service Delivery in PNG

Measuring the health and economic value of stronger immunisation systems.

Papua New Guinea’s Accelerated Immunisation and Health System Strengthening (AIHSS) program, funded by Australia, New Zealand, and Gavi, is working to improve childhood vaccination rates and build a more resilient health system. Phase 1 reached 12 provinces, and Phase 2 is expanding further with a stronger focus on sustainability and provincial ownership. AIHSS aims to expand immunisation activities primarily through integrated service delivery through an outreach and mobile clinic model. 

DFAT engaged our team to conduct a cost-benefit analysis (CBA) of AIHSS, assessing both the health gains from reduced disease burden and the broader economic benefits of stronger immunisation systems. The study draws on six years of program data to evaluate what worked in Phase 1, how Phase 2 can deliver more impact, and where future investments should be directed. The CBA showed that integrated service delivery is cost-effective across all locations in PNG, demonstrating that equity and efficiency can be achieved together. This evidence will help donors and government partners make smarter, more targeted decisions about strengthening PNG’s health sector.
