Project: Strengthening Early Education in Papua New Guinea

Helping more children in Papua New Guinea start school, stay in school, and learn better.

Papua New Guinea’s education system faces deep challenges—especially in the early grades, where too many children, including girls and children with disabilities, either never enrol or drop out before they can build strong foundations in literacy and numeracy. To respond, Australia’s Department of Foreign Affairs and Trade (DFAT) launched the Partnerships for Improving Education (PIE) program, a five-year initiative working across four provinces.

Limestone conducted an independent cost-benefit analysis (CBA) to help DFAT understand whether PIE is on track, what’s working, and how to ensure long-term impact. By examining how resources are being used and what results are emerging for children, the CBA gave DFAT clear insight into what elements are worth scaling nationally.

This work matters because it ensures Australia’s investment is not just delivering short-term projects, but shaping a more inclusive and resilient education system in Papua New Guinea—one where more children can succeed in school and in life.
