Project: The Value of Scholarships for PNG’s Development

Unlocking the value of scholarships for Papua New Guinea’s future leaders.

Since 2011, Australia Awards Papua New Guinea has supported thousands of students to gain degrees and skills critical to the country’s growth—from teachers and nurses to entrepreneurs and policy leaders. With over 5,000 scholarships awarded, the program is one of Australia’s most significant investments in PNG’s human capital.

Limestone was engaged to conduct a cost-benefit analysis (CBA) of the program, looking at its impacts from 2011 to 2024. By examining productivity gains and tax revenues, the study provided DFAT with evidence showing AAPNG’s strong return on investment, not just for scholars, but for the PNG economy.
