Kemal Bagzibagli

Senior Technical Manager

Kemal Bagzibagli, Ph.D., is a Senior Technical Manager at Limestone Analytics and an adjunct faculty at ADA University, with a broad experience in the planning, appraisal, and implementation of development projects. Kemal’s assignments have included the economic analysis of policy and institutional reform, industrialization, and national resource management interventions in Malawi, a costing study in Pakistan, and several Evaluation-based CBAs for MCC. His MCC ECBA portfolio includes a wide range of investments focusing on financial support and informal training in El Salvador, land reform in Benin, financial services in Morocco, procurement modernization in Indonesia, water supply in Mozambique, transportation in Georgia, high-value agriculture in Moldova, and the power sector in Tanzania and Ghana.

Before joining Limestone, Kemal was an assistant professor at Eastern Mediterranean University and served as the deputy Minister at the Ministry of Public Works and Transportation, Northern Cyprus. He managed numerous civil aviation, highways, traffic, maritime, telecommunication, meteorology, and postal services projects during his duty. On top of his academic career, Kemal has worked as a consultant on economic and risk analysis of development projects and public investment management topics. Across Africa, Asia, and North America, he has delivered several executive training programs in these fields. Dr. Bagzibagli has peer-reviewed publications and research papers on investment appraisal, economic development, monetary policy, applied econometrics, and knowledge management.
